NCAA Postseason Football Licensing Subcommittee, Football Rules Committee Approve Video Review For All 28 Postseason Bowl Games

INDIANAPOLIS---The NCAA Postseason Football Licensing Subcommittee, Football Rules Committee and the Collegiate Commissioners Association (CCA) have approved the use of video review for all 28 postseason bowl games.

"Using video review for the postseason bowl games will create consistency for college football in the regular season and the postseason,� said Mark Womack, chair of the Postseason Football Licensing Subcommittee and executive associate commissioner of the Southeastern Conference. "We appreciate the cooperation of the Football Rules Committee, the conferences and the Football Bowl Association in working together to bring instant replay to postseason bowl games. It is the goal of everyone to have the best officiated bowl games as possible and we think instant replay will assist us in reaching that goal."

In February, the Football Rules Committee approved the expanded experimental use of in-game video officiating review to all member conferences and institutions for the 2005 season, allowing conferences to submit proposals for experimentation. Initially, the rules committee did not approve video review for the bowl games citing that further experimentation was necessary and it was unclear how many conferences would experiment with video review. In June, nine of the 11 Division I-A conferences submitted plans to use video review for the 2005 season. In July, the CCA requested that the rules committee and bowl licensing subcommittee proposed its plan to expand the use of replay to all bowl games.

"We felt like February was too soon to make a decision on postseason football games," said Charles Broyles, athletics director and head football coach at Pittsburgh State University and chair of the Football Rules Committee. "There were many questions to answer when it came to bowl games that were not in the purview of the rules committee such as finances, video equipment and game officiating issues. The CCA and the licensing subcommittee, working with the bowls, did a great job of pulling together the information needed and have a clear plan in place."

Conferences who are using the video replay procedures in the 2005 season are: Atlantic Coast, Big East, Big Ten, Big 12, Conference USA, Mid-American, Mountain West, Pacific-10 and the Southeastern. The Sun Belt and the Western Athletic Conferences are using a pilot program.

The Football Rules Committee�s guiding principles with regard to review are a standard of indisputable video evidence for any on-field call to be changed and that a review should have a direct, competitive effect on the game, such as a change of possession, scoring play, etc.
