Kathleen T. McNeely has been Selected as NCAA Vice President of Administration and Chief Financial Officer

INDIANAPOLIS--- Kathleen T. McNeely, associate vice president and executive director of Financial Management Services at Indiana University, Bloomington, has been selected as NCAA vice president of administration and chief financial officer.

“We’re extremely pleased Kathleen will be joining the NCAA team,” said NCAA President Mark Emmert. “She brings a critical variety of experiences at the campus level including work in central administration, finance and in-depth work in athletics financial management.

“She is well respected at the conference level and recognized nationally for her outstanding work in higher education. We’re excited about building an inclusive team where our vice presidents have a variety of experiences that will benefit our members.”

McNeely will oversee NCAA financial resources, risk management, insurance, investments, travel management, physical plant operations, the Hall of Champions, purchasing and procurement, publications and printing, and information technology. She also will work with the Executive Committee, Finance Committee, Investment Committee and the national office’s Senior Management Group.  In addition, she will ensure compliance with relevant Internal Revenue Service nonprofit standards and provide counsel to the staff and membership in that area. She will join the staff April 29.

“This is a great opportunity,” McNeely said. “I’m excited about the new challenges that this new position will bring, but I’m also pleased to remain in the field of higher education. I’m looking forward to working with President Emmert and the rest of the NCAA leadership team.”

In her current capacity, McNeely has been responsible for IU ’s external audits, along with its financial policies and procedures. She has served as a resource for the university’s vice president and chief financial officer, and has been responsible for accounting, student loan administration, payroll, training, tax reporting and administration, and accounts payable. She has been in her current position since January 2005.

Before that, McNeely was IU’s managing director of financial services for nine years, with responsibility for a range of financial functional units. As managing director, she oversaw establishment of goals, priorities and projects for the area, and prepared and managed IU’s annual budget.

McNeely has been with the university since 1982.

While at IU, McNeely oversaw or contributed to a number of major projects, including a university-wide benchmarking initiative reviewing costs and activities related to marketing, corporate communications, human resources and student services; implementation of the Kuali financial system; and creation of a fiscal officers’ development series (a curriculum of more than 50 hours of instruction that covers tax, fund accounting and budget administration).

In 2003, the National Association of College and University Officers honored McNeely with its Daniel D. Robinson Award, which is given annually to an individual for excellence and leadership in the advancement of college and university accounting and reporting.

She has served on several high-level committees and boards, including an IU Blue Ribbon Committee on Health Care, and on the boards of the IU Health Proton Center, the Children’s Organ Transplant Association and the Kuali Foundation. She also has been involved with several NACUBO committees and subcommittees.

McNeely graduated from Indiana with a degree in finance from the Kelley School of Business and her master’s in public administration from the School of Public and Environmental Affairs.
